Omar Al-Rafie brings over 40 years of diverse experience in public service, local development, and community engagement. With a strong foundation in project management and strategic planning, Omar has dedicated 15 years to driving impactful development initiatives in Jordan and Syria.

During his tenure at the Ministry of Planning and International Cooperation, Omar spearheaded the Social Productivity and Enhanced Productivity Programmes, addressing poverty and unemployment through innovative projects that expanded economic opportunities in underserved areas. As General Director of the Hashemite Fund for the Development of the Jordan Badia, he further championed local development, focusing on sustainable livelihoods and community empowerment.

Omar’s international experience includes collaborating with organizations such as Siren Associates, Adam Smith International, and DCAF to advance community policing and public safety in fragile contexts. His work has supported capacity building, policy development, and the implementation of participatory approaches to security in Syria, Libya, and Jordan.

Currently pursuing a PhD at the University of Bath, Omar’s research delves into community policing practices, underscoring his commitment to fostering inclusive, community-driven solutions for sustainable development.
